My friend and I drew some pictures for a game I am making. When we copied his drawings from his laptop and put them on a USB drive and put them on my laptop, the colors looked lighter and it really affected the appeal of the drawings. He has Windows 7 and I have an XP. Would that change anything? If there is something we can do to fix this problem please let me know. Thanks.
P.S. We are drawing them directly on Dream Maker.

It could be differing Graphics cards or just different settings on the monitors. Other than that, it should be the same color values.

ya a color with Red:0 Green:0 and Blue:102 will look like a dark blue on my computer but on his it is very dark. It is the same color value but different look. I don't know what to do.

Nothing. It's a brightness/contrast issue. There is no problem. If someone else's settings aren't calibrated correctly, that's their problem.
