This issue has been resolved.
Some classes have the wrong Tier listed on their info card (Whatever that's called when you click the link to see what a class is). I'm not sure which ones, because other people kept mentioning it but not writing a bug report like I had asked. I think the Triads had this problem, for starters, so the Berserker would display as a tier1, for example.

Revolutionaries show up as tier 1 and apparently require 0 in all classes.
