Should I make it so you can enable how many of the 5 levels you wish to use for those who only desire 2 or so levels? The system is really flexible, for each sector you just have to set gdp_rank equal to the level you want to be able to use the command.

Why bother? Make it so they can add as many ranks as they want, is how I'd handle it. Limiting it is a bad idea in my opinion (but really, who needs more than five levels?), but in that sense, I'd prefer if it were set up more like a tree.
Admin ->Moderator Debugger ->Tester ->Fixer Etc. Where Admin would have all of moderators verbs, but moderator could only use x set of them. Same thing goes along those lines for debugger. It lets people do what they want more easily, and it doesn't limit them to the classical 'rank' crap that is so prevalent on their hubs. | |
A lot would need reconstructed for full-freedom from the hierarchy and the ability to create your own. I will keep this in mind though.

Pretty much what they said, make it dynamic. Let the user set up as many ranks as they want and be able to alter the access levels for each one.
