Quick question though. What do you think would be the best program to make icons with?

No idea, I think it's personal preference, Some people use Paint other use GIMP, Photoshop, Paintshop Pro, Dream Maker GameMaker there are so many programs. Just what ever you feel comfortable with.
I haven't done pixel art so I may be the wrong person to answer this but I would choose Photoshop since I use it a lot and now my way around it pretty well. There is also a Photoshop pixel art plugin and tons of tutorials on how to use Photoshop to do pixel art. |

id like u to join a project im working on add that email, the project doesnt require an advanced pixel artist, so u can work and practice at the same time |

From there, you use the img tag to display the image, like so: <img src="[direct link to image here]"> |
