Sound software...

Does anyone know of a sound creating software that works with windows 98? Like what Microsoft's XACT tool supposedly does?

Are you sure Fruity Loops is for just regular sounds, though? I thought that was a music creating software.

I'd also prefer something free.

Is AudioMulch the kind of thing you're looking for? I don't know how XACT works, so I may be totally off-base here...
