Map Over-Draw

Descriptive Problem Summary:

Map draws over over elements, and other windows.

This only happens when there is an update of the map, such as an icon-state flickers.

Notes* Just type in the input box and press enter, the resulting text will be posted to the top left of the map, A bit on the outside of it for proof that it is actually there.

Expected Results:

Map to stay in the background.

Actual Results:

Map draws over the label.

Does the problem occur:
Every time? Or how often? Everytime.
Others -untested

When does the problem NOT occur?
Doesn't not occur.

Workarounds: Don't have anything move on the map.

Issue 857 remains unverified, since I haven't been able to replicate it with a test case even though it obviously exists.

This report is not a test of issue 857; the only thing it demonstrates is a well-known limitation. As documented, transparent labels do not work over map controls.
