Pyxel Edit is a tool designed specifically for creating tile sets. It runs on Windows and Mac, it's currently in beta. It requires Adobe AIR to run.
It looks pretty useful, so give it a try if you're making a tile set. You can download the latest version here.

Is there a reason each block is 15x15? Trying to figure out how to make it 16x16 with no luck.

It's completely free. The default tile size is 16x16, the starting coordinates are 0,0 instead of 1,1. I don't believe there is a way to change the tile size yet.
