Descriptive Problem Summary:
It seems you can only place a single turf on any given tile now. For example, if I lay a grass turf then try to put a sign on it, it just shows the sign with grey around it(and I've checked the icon and the surrounding area is the mask).

The map editor behavior has changed, per the release notes for 455 and 456.
