Not sure what your plan for the guards was, but it seems as players now reach the level cap, guards are able to be killed pretty easily. If they weren't ever meant to be actual mobs to kill then perhaps they could have their levels raised or more hp. The exp they are giving is pretty insane compared to the rest of the game making current content (quests,areas to hunt) obsolete.
