Don't give kage to people who don't deserve it or how don't know how to be leader. Anybody can or become kage, do they know how to take response of ability. Can they be trust worth, are they active, do they help others, can they take control of a situation that doesn't involve of major consequence(Ban, boot, quit) etc.. Can they work well with others. How well they speak to others.
