Is 494.1135 supposed to contain documentation on maptext?

Did you install the update as admin? Installing it as a regular user has issues with updating the documentation.

Yes. Just installed it again, making sure to use the "Run as administrator" right-click option as well and I still don't see anything about it in the F1 reference. Should I uninstall BYOND and reinstall it?

Full reinstall wouldn't hurt, I've heard of issues with this before and an admin install usually resolves it. I know there's some files you can delete that force it to update too but I think that method has caused other problems for people.

The problem is in this file path:
C:\Users\[user]\AppData\Local\VirtualStore\Program Files (x86)\BYOND

Just delete that folder. It'll fix the local reference.

Aha. Even after the full reinstall I still didn't have documentation on maptext, but deleting that folder there made it show up without having to reinstall. Thanks!

Is there any documentation on maptext other than that reference page? Is there a list of what HTML/CSS is supported?

I'd think what's supported in maptext would be the same as whatever is included in DMHTML.
