Haku? You will be able to learn his skills. You just have to master Suiton (Water Element) + Fuuton (Wind Element) and fuse them together to get Hyouton (Ice Element).

But, Hakus abilities are clearly stated to be a bloodline unique ability, of the same nature as Sharingan, Byakugan or Kimimaro bone ability.
Actually, I am pretty sure any jutsus that mix more than one element are classed as Kekkei Genkai abilities, Mokuton is another example (earth + water elements).

It doesn't make sense that people could freely learn and control these types of abilities.

Haku is a bloodline, you cannot mix two elements without having a bloodline.

The Magic Man you are being incredibly harsh and unfair to this guy, his game is obviously being made from scratch so give him credit. Assuming his game will be bad and only get an audience through it being an anime is crap. Also, Naruto does make a good online game because there are established and developed factions, a wide variety of non-character-specific skills and the manga even establishes the relationship between stamina and chakra and has many bloodline clans which arent specific to one character but can be applied to a variety of characters which is ideal for starting classes.

Having non-clans like illusionist and weaponists are kind of difficult to balance appropriately, but people do often prefer non-clan builds assuming you have a large enough pool of equally powerful non-clan skills. People told me that the Uchiha clan would end up being the only clan for my naruto game, that turned out to be completly false. If you balance the game properly you can get a good distribution between different builds. If he does a decent job of non-clan perks to incentivate away from clans then it could work out well. However if the ONLY skills a weaponist can use are skills tenten uses, then goodluck. Nobody will play that, if however they can simply have a perk to weapon skills while also being able to specialize in fire techniques and traps or something, then it would work.

The fact this game is based of naruto world doesn't mean we have to follow all the manga/anime rulez. There are no bloodlines here, instead of clans we have classes. Also we are planning to have few types of summonings never seen in the anime.

At the start players choose the class they want. While the game goes on, players can choose between having 2 chakra elements which can be fused together or all 5 elements. Also, elemental skills have 3 levels.

The game has skill tree system, by using your skill points you can buy active or passive (mainly bonuses) skills. You probably won't be able to obtain every skill you want because you won't have enough skill points.

Weaponist is not only based on TenTen. She was our inspiration but we have lots of other ideas for weaponist's abilities. I think there won't be many skills abled to be learnt by everyone, just the few main useful skills.
