Guitar Hero 3 is probably the better option. I haven't played Undercover yet but Need For Speed games have been following the same pattern for a while. Instead of making the events progressively harder they just make them longer.

I stopped playing Most Wanted because it would take fifteen minutes to do a single, very easy race. It was just too boring.

Granted Guitar Hero 3 has difficulty problems of its own but it's a better game and it'll last longer.

Guitar Hero 3's difficulty problems all stem from what level of play you undertake. The system is flexible for people who aren't as good at the game. Just don't expect to play on Expert mode too much if you have trouble with your pinky.
