Damaged planes do that sometimes. I think I saw smoke coming from the plane that hit him. Otherwise, it may have been a very high place.

Yep -- in the video, CJ was trying a stunt jump off the top of a small mountain. Planes in San Andreas do fly low sometimes, and crash into tall signs or trees or cliffs; but this was clearly premeditated murder.
