Based on the link you provided, a sample Classified Ads form might look like this:

Project Name: The name of the project you are requesting assistance for.

Description: Provide clear and detailed information on what your project is, what progress has been made so far, and what the basic concept that you're designing around is.

Compensation: What will people get for helping you?

Skills Needed: What kind of help are you looking for? Programmers, artists, mappers, content creators, musicians, sound effect creators? Be specific.

Contact Information: Your e-mail address, instant messenger address, web site, or whatever people will need to get into contact with you about this ad. Do not expect people to respond to your post.

Previous Work: Show examples of your work or anything that you've created in the past to show that you're worth working for or with.
I've been looking through the Gamedev forums, once again and I've found something interesting. Though it looks like you may have discovered it before I have. When creating a Classified Ads post users must use a mandatory. If you don't use this template your post will be eligible for deletion. Though I think that is kind of unsympathetic, I believe if you essentially delete the template and go on your own with nonsense your post shall be deleted. I don’t know how well this would work as there isn’t certain forum staff assigned to each category.

Adding onto your form...
Target aim: Provide clear information on what your goal for this project will be. Pay to play, Freeware?

Team structure (Optional): List the current members on your team and what they will do. Also how will you contribute to this project?

Two Proposed Policies:

Pretty much all sounds good to me. Follow the template and don't ask for help while using copyrighted material, or your post gets deleted.

I'll look into writing a similar form which fits BYOND a little better and doesn't plagiarize the GameDev one.

Only problem now is that there's no way to permanently staple the rules to the forum...

Couldn't you set it as a template like on the Bugs and code problems sections? Or as a message at the top of the new post page as in the bugs section?
Things that really burn me about the classified ads are:

-Horrible English.

-People who give one sentence saying what job they need done but do not describe anything about the game or position.

-Ads that openly admit creating a game from a ripped source code.

-The ads where a person is trying to recruit for a 'team' with multiple coders and artists but no real position for him/herself. When questioned they say something like: "I am the idea man", or "I just organize things".

-The stacks upon stacks of anime game classifieds that hit at least 2 of the things that burn me.

A good example of a horrible ad: http://www.byond.com/developer/forum/?id=633487

The problem is that legitimate ads go completely unnoticed due to the hundreds of people clicking refresh to see if anyone has replied to their anime game ad. Maybe anime game classified ads should just stay within the anime guild? Although it may seem unfair it is the largest guild and makes up for the majority of people making classified ads. Though I think legitimate anime developers like LG10 would suffer, it still would benefit the entire BYOND community.

P.S. We also could use some front page exposure to some of the other guilds of BYOND, like the pixel art society.

Horrible english and lax descriptions are to be expected when you look at the kind of audience BYOND attracts with its offers. The best thing you can do to combat them without making this seem like an elitist community is to educate the offenders. Point them to DM guides and the english skills will follow if they have the determination to come through.

When we're dealing with ads that openly admit they're using a ripped source, then, this is where a zero tolerance policy would work best. Tell them not to do it and then lock the thread for it to act as a display. If you keep doing this, eventually it will sink in and they will stop.

Earlier, someone suggested to have an approval system governed by moderators. I like this idea. Perhaps if only the best games were displayed, BYOND would be viewed in a better light by outsiders. At the moment, you have unfinished games running rampant.

I have several anecdotes in which I introduce a few people to BYOND. Without my guidance, they logged into an unfinished, ugly, bare-bones game that had only had an interesting description going for it. To them, this meant that BYOND could only be used to produce subpar, worse-than-flash type games. It was only when I showed them a few polished games which had solid game play they decided BYOND was worth their time. Without my guidance, they would have immediately written off BYOND.

Consider how BYOND would look to new players if only approved games would be displayed, and if these games were polished/not stolen. Developers working on unfinished projects can still amass criticism through the forums or their respective guilds.

Another upside to this is: it gives the impression that BYOND has standards and only good games which have had a lot of effort put into them are accepted. You do this and it will abolish the rip problem.

To BYOND, this is a win/win situation, when it comes to advertising, it's best to hide any hideous traits.

The problem is, direction towards the DM guide has been done over and over in the the Code Problems forum to no avail.

I agree, but I think it should be taken even further. Maybe a disclaimer stating that any mention or posting of stolen or ripped code will result in a warning of first time offenders and a suspension of how ever long a moderator feels is necessary for repeat offenders.

Quality control is for featured games. I have no problem with them getting listing advantages. I'd like for them to be listed exclusively by default. Meanwhile, I have been nagging to get the CSS back.

However, BYOND is not a mere game portal. It is a development community as well. Games in development need to be displayed to get testers and build motivation. It's part of BYOND's ease of use.
Please check out the new posting template in Classified Ads by attempting to make a post. One thing to note would be the rule:

DO NOT make posts for projects which knowingly make use of copyrighted material or another person's intellectual property without their permission.

If that's followed properly, the majority of the ads there will end up being deleted until people get the point to quit posting them. The only things left should be people who are actually working on something worth working on.

People who want to people to build fangames will have to ask for help in their relative guilds.
That is great! A step towards a better community.
Nice job with getting that up Foomer, I did not think this would have happened so fast. Hopefully people will follow the guidelines so the forum moderators don't have to delete every single post.

I was also thinking that the Classified Ads should be completely cleared so we can start from scratch. What is your opinion on this?
I was thinking I'd just make an announcement pointing out the new rules to people, and anything after that which didn't comply would get deleted. Most of the old stuff would filter off of the front pages in time.
This is the Generation of stealing.

How to become a BYOND Legend among the small minded people.

Step 1 - Work hard at coding your own game, day in and day out until you realize you just can't do it. Your brain is just too small for your mind to conjure such things. You decide to find help.

Step 2 - After -successfully- coding the game, change the map and the title of the game. Don't forget to make yourself Owner twice. Quickly Advertise on the top games on the BYOND Anime List. Convert people to your game with proposal of Administration or Boosts of Statistics.

As of right now the Classified Ads forums seems to be doing fine. So I decided maybe we should have a template for the Code Problems forum? Countless times I have visited the forum in search to help someone, but I'm greeted with lack of information about what the problem really is. So I’ve made a rough draft of that a template could look like.

Snippet:
Post a snippet of the code you are currently having trouble with. Also provide a line number in which the error occurs on.

Detailed Problem Summary:
Give the error the program produces; remember to have DEBUG mode on.

Expected Results:
What should happen when you run this snippet?

Does this problem occur every time:
Does this error or problem occur every time you run the program?
I wouldn't mind a rule about trying to give your thread a decent title. Topics which are along the lines of "A Question" or "Got a Small Problem" are not useful.
I think i kinda know why there may be more anime then others. Since this is what I think, making an byond anime game seem easy.

And I'm not saying this because I hate anime, but i think there is more. Other then that, the people who make some of the anime game should try to make other different to see how it turns out. Also, why are you guys (and maybe more) fighting over for this? Not a big deal in all but still. So if a person tries to make an anime game, they should think twice other to make the kids happy or many more reason i don't know of. That about it from me.
need help with icons?
im actually pretty good with them

An Anime game is not easier than a non anime game, It depends entirely on the design plan set for the game. And some people make games for the purpose of playing a game they dont feel is properly represented on BYOND, and for other reasons similar to that.

Seriously, anime games need to be taken seriously but instead, it goes on being think its already good but its not. If you people made an anime game, work harder like those people who make action game instead of leaving it and saying you can be all that but you're not.
People seriously need to stop making anime games, there's too many... I'd be happier if people started making more action games.
