Metals can conduct due to Metallic Bonding, the bonding within metals. It allows for delocalized sharing of electrons throught the lump/whatever of metal. Arr, I do believe a metal's ability to conduct relies upon the structures inherited by the elements from their atomic characteristics. Or something, it's been a while since I did Chem, and all my books are packed for University.
And as for Elation's shape idea, yes if something had the correct number of Nutrons, Electrons and Protons it could conduct electrisity. (:P)
Also: What about those there Chemical 'nanobots' being spammed about in the field of Biogenisis? I remember reading an article on how simple chemical 'programs' have been developed that are used for cleaning up rivers or removing substances from mixtures of other substances.
