Well, heres a question.. WHY do you want to make ANOTHER naruto game? Just play one. There's a ton of extremely similar, unoriginal games in the Anime guild that should entertain ya.
Asking for very specific details, what the game will be about, and what you can do yourself will be much better. No one is going to help someone that can't do anything if they can just make a game themselves.
