It's supposed to be linked to the fact that police officers change shifts or take breaks at 4:10 or 4:25 or something of the sort, so 4:20 was the ideal time to get high.

Another theory is:

It is widely accepted that in 1971, a group of teenagers at San Rafael High School in San Rafael, California, calling themselves "The Waldos", used to meet every day after school at 4:20 p.m. to smoke marijuana at the Louis Pasteur statue. The term became part of their group's salute, "420 Louis," and it eventually caught on more widely.

There are a few others, but I guess that one is the most popular.

But in any case, people only use it as another name for marijuana nowadays. I haven't met anyone that actually smokes weed that waits until 4:20 to start. They do it whenever they feel the need to.
