world.cpu carries between soft reboots

Numbered Steps to Reproduce Problem:
Look at world.cpu on the first or second tick of a rebooted world
Cry

Honestly this is mostly me having problems manually unrolling the averaged world.cpu, it really only is an issue in this particular usecase. IDK if it's an actual problem but I figure I oughta report it.
