DMM panning with MMB goes zoomy zoomy when at zooms 100% and below

If you hold MMB to pan the map editor around it goes all zoomy zoomy when you are at zoom levels of 100% or lower.

Also, in almost every editor screen moves in the opposite direction of your mouse move. Can we please shadow fix this? Because it's a common pattern all people are used to
