Descriptive Problem Summary:
Previously, when trying to compile the game with resource changes, if the game was running it would give you a "RSC locked" error message, then proceed to give a bunch of nonsense errors about not being able to find icon files.
As of 515 (from what I can tell, all the way back to the first build), this error no longer appears. You just end up with a bunch of errors about not being able to find any modified icons with no further indication as to why.
Numbered Steps to Reproduce Problem:
1. Create icon file, add it to code.
2. Compile and run.
3. Modify said icon.
4. Compile.
5. Errors.
Expected Results:
"RSC locked"

Actual Results:
[icon not found errors]
When does the problem NOT occur? 514
Did the problem NOT occur in any earlier versions? If so, what was the last version that worked? (Visit http://www.byond.com/download/build to download old versions for testing.) 514's final build didn't have the issue
But while we're here, why hasn't the error handling for this case not improved in 25 years? This bug is the only real change it has had, and that's going backwards. It should really be improved, there's no reason a dialog can't appear saying "the game is already running, terminate?" with an option to close the process before compiling even begins. Even improving the error (after the bug is fixed) would go a long way.
