Indeed it does, though I don't know why you're posting about it here...
I'm not sure if there's an actual request just about that, but I've discussed it here

I actually asked if you could multiply the delays of each frame with a constant? The question was in the feature request :)

That was kinda like a Developer Question o.O?

Oh. Not really. Can't get the frame counts or their delays in advance. It is possible to set frame delays when building icons through code though.
