Map editor arrow tool not respecting selectable layers

In the map editor, when only certain layers were selectable but all layers were visible, the arrow tool could still select any type of object.

This issue has been resolved.
Descriptive Problem Summary:

When choosing only certain layers to be selectable in the map editor, but displaying all layers, the mouse hits from the arrow tool still works for all atom types instead of only the specific type.

Numbered Steps to Reproduce Problem:

1) In the menu, select Layers | Obj Only.
2) With the arrow tool (default) active, click a turf without an object in it.

Expected Results:

Nothing should be selected. Any currently active object should be cleared.

Actual Results:

The turf is selected.
