Right now, holding down the middle mouse button only moves the map when the cursor is located on the edge of the screen, but, in my opinion, this system is not very convenient and because of this it is easier to navigate using the mini-map or mouse scroll with and without shift modifier.

I would suggest changing this behavior like this: when the user holds down the middle mouse button and starts to move the cursor, it seems to be pushed away from the tile that the cursor was hovering over when the button was pressed. I don't really follow what you mean. Can you elaborate on the desired behavior?
I will try to explain the process recorded on video. Every time I hold down the middle mouse button, I seem to “grab” the map and move it in the opposite direction to the mouse movement, away from the tile that was under the mouse cursor at the moment the middle mouse button was pressed. This makes the process of moving around the map very fast and quite accurate.
In the video you can also see that the tile from which we “push off” remains highlighted throughout the entire movement process, hope this will help to understand what I mean
I believe Vallat is describing a "panning" behavior. He wants to be able to hold the middle mouse button down in order to adjust the current view in accordance with where he drags his mouse.

The best example I'm aware of is in CAD software, where you can hold down the middle mouse button and drag your mouse to adjust the view. Shitty video, but here's what I mean (timestamped @ 23 seconds).
