This issue has been resolved.
Descriptive Problem Summary:

Once the first round ends, the second round will always recursively spawn an infinite number of zombies.

Numbered Steps to Reproduce Problem:

1. Start a round on Easy difficulty
2. Die, lose
3. Start another round on Easy difficulty
4. Observe https://i.imgur.com/fTTKJsA.gif

I did Sewer System for the map if that helps.
