As per the DM reference:

"Commands are still processed in the order they are received, so verbs that use this setting may have to wait if several regular verbs are queued up ahead of them."

Instead, verbs that are set as instant should always have a higher precedence over regular verbs that are queued. That way, there aren't any unnecessary delays.
