Here's the idea to fix pausing, everyone gets three pause counters (Or they could start with one and just gain the other two.), these regenerate over a certain number of waves or after a specific amount of time, whatever works. When a player pauses, the pause gets 60 seconds of 'unpausibility' during which whoever paused can briefly go over their plan with the others. Once this time is up, the game can then be unpaused manually this allows extended optional pause time in case you need a bit extra time to discuss the idea, or if you need to go to the bathroom or something.
