This issue has been resolved.
Descriptive Problem Summary:
The map editor does not allow users to navigate around using mouse wheel scrolling, both scroll and shift+scroll are not respected.

Numbered Steps to Reproduce Problem:
Try scrolling with mouse wheel and shift + mouse wheel.

Expected Results:
Scrolling should move you up and down
SHIFT+Scroll should move left and right.

Actual Results:
Nothing happens

This problem turned out to be a system setting.

Forgot to mention, it was the same setting on my end that was causing it to not work.
