What is it and how do I fix it? It won't even start up in ANY form of Safe Mode AT ALL, it simply BSoDs or restarts.

Yesyes, I've tried Google. Top results were indirect or just not helpful. My PC has been OFF (unplugged, prior to that it was shut off normally) completely for... two months. It worked fine then. So it wasn't system failure, and I lack UDMA drives.

You need to either boot into rescue mode using your OS CD, or mount the main drive from the computer as a secondary drive on another computer. Then you need to run 'chkdsk /r [drive]' which will scan the drive and repair any errors it comes across. I've had the exact same error before and this resolved it pretty well.

Does this bugged/messed up harddrive have any form of risk of transferring it's problem(s) to the other PC? If not, I'll ask a friend if I can use his PC for the chkdsk thing.

Not at all, the issue is a corrupt boot sector. It makes the system unable to mount the boot sector and Windows has a panic attack.

As Nadrew said, this is just an issue with the HDD(most likely), so it isn't going to spread. If you do connect it to another computer make sure, if it is an IDE(AKA Ribon cable) HDD that you set the jumper as slave. If it is SATA just go into the bios settings and make sure the drive already connect to the computer is set as the first boot drive.
