My Computer locks up on a estimated ~70% of the time trying to open it. It closes normally (for a locked up window, anyway... I don't have to restart the PC), but it hardly opens regularly.

Yes, I did do my research, the most common cause of this is:
Hard Drive Failure
Hard Drive Incompatibility

I'm leaning toward #1, as one of my partitions likes to play the hiding game sometimes.
If it's neither (of course, it'd be hard to find out), what would fix this/diagnose the problem completely?
Just throwing it out there, it could also be because the hard drive is underpowered. If you have too many things running from the same power supply cord, sometimes the hard drive gives up. That was happening to me until I plugged it into a different section of the power supply.
Yes, this could be hard drive failure or it could be a lack of power as Foomer suggested. If I were you I would check the power going to it, make sure it isn't underpowered. IF that doesn't work back up your hard drive and replace it with a new one.
