Let's say I have a CD Key (that's legal!) for Windows XP Home Editition SP1, and I have an installation CD for Windows XP Home SP2 (the installation CD, not just an upgrade to SP2 disk!), can I use the same CD key?
Yep, it will work with no problem.

Hmm...
That's odd, I booted into Windows XP, went to register, and my cdkey won't go through. :(

I have 30 day period, within that time, I'm calling Microsoft and asking them how the heck I can get this stupid thing working.

Some Possibilities:

1) Although you said it's legal, the CD-KEY could be.

2) If the CD-KEY has been used to install and activate any other PC's windows, it will fail to work.

3) The CD-KEY got stolen and used by a f@g0t

The CD key is legit, it came with my computer.
The PC I have right now, already came with it installed (so that CD key was alraedy used)

The only thing I changed was the hard-drive (twice since I first got the computer.)

Could that have something to do with it?

I doubt changing your hard drive twice would lock out your key. You can always call Microsoft and try to get it unlocked, as for using your key with another disc, are those OEM cd's? If so, i doubt your product key would work on the other disc. Is the reason you want to use the SP2 disc because you have slow internet access? If thats the case you can go to Microsoft's website and order the CD free(you might have to pay shipping and handling though)

It's a dell, or hp. either case it's comes with an OEM cd key, you need a disk from your computer provider in that case as it is not the real thing.

No, as I rebuilt my computer 4 times on the same cd-key. The only time they lock it out is if you active it many times within a few months.

All in all the CD-key on the side of your case will not work, without an oem from dell, or who ever made your computer.
