No I mean what if they intentionally got a key similar to an admin but after entering a game made no claim of being an admin, would that be considered impersonation?

It would be a matter of clear intention, though. If it was something like Hedgemistres or Lumox JR, there could be no way that this just happened to be their favorite screen name and no amount of "Gee I didn't realize there was a Lummox JR on BYOND. Is he somebody important?" would change that. :P If both similar names are something extremely generic, it would be harder to say.
