I'm hesitant to answer that because the world is full of people who, having seen a line drawn between what is acceptable and unacceptable, think they've been given a get-out-of-jail-free card for their next spree.

It would be a matter of clear intention, though. If it was something like Hedgemistres or Lumox JR, there could be no way that this just happened to be their favorite screen name and no amount of "Gee I didn't realize there was a Lummox JR on BYOND. Is he somebody important?" would change that. :P If both similar names are something extremely generic, it would be harder to say.

No I mean what if they intentionally got a key similar to an admin but after entering a game made no claim of being an admin, would that be considered impersonation?

I don't know.. I think it is it has been discussed a little while back [link].
but the key is forged at the same date he appeared so it's pretty obvious that he did it on purpose.

however it was pretty stupid of him to name the key lummox JX, the original has JR so he could do YR , heh.
