ftime() can be used to check the creation or modification time of a file on the server.

This issue has been resolved.
A global function to view the "Modified On" and "Created On" timestamps for files.

This would be great for...starters, yeah starters.

Syntax for this I got no idea... ideas from on-lookers wanted!

Could return all the metadata a file contains.
