ok, im new to paint shop pro 8...messing around with the stuff, anyways...how would i go about making translucencies?

if you don't know what that is...take a piece of white paper, take a red sheet from a projector (overhead) that is unwritten on, and put the sheet on the paper. you see the red but you can see through it to the white, which is darkened by the red. it's like a filter.
use multiple layers and multiply the top layer, all white is clear, and the lighter the clearer.

er..if anyone else needs to learn this, translation:

make a new raster layer, and the less opacity it has, the lighter it will be, i.e. 100 opacity is full (cant see through), 50 opacity is half see through, etc.

That is transparency. I thought you wanted white to be clear, and like on an overhead sheet, the lighter you write, the clearer it is.
