Uh, just curious, what does this mean? I see it all the time in games. Is it something that you can control?

Nope -- it's a built-in lag compensator in Dream Seeker. Basically, that's the update frequency for DS. When the server starts getting bogged down and Dream Seeker detects it, it tells the server to update on a less frequent basis, minimising CPU usage.
Granted, it doesn't do a whole lot, but it's better than being laggier than Counter-Strike on a 28.8.
