The most common issue here is related to the OneDrive thing, where the documents folder is mounted in OneDrive and it isn't clear that that's the case. Either that or it can be a permissions problem.

Try this as a solution:

0) Make sure the BYOND pager is closed and byond.exe doesn't show up in your task manager details tab.
1) Create a new folder on your machine called C:\BYOND and make sure you have permissions to access it.
2) Open your registry editor (type "regedit" in the Start menu).
3) Navigate to HKEY_CURRENT_USER\Software\Dantom\BYOND.
4) Edit the "userpath" value and change it to the new folder path you made, such as C:\BYOND.

this is part 2 of my last post, I will try to describe everything that I have definitely tried since the last moment in order to narrow the circle of problems
1.I am using Windows 7
2.Restart Byond
reinstall Byond
Disable Firewall
Disable Anti-Virus (I am using Kaspersky)
I also decided to look in my Onedrive and delete the folder with documents (It was empty)
I edited the registry to be convenient for me (there are no signs in Cyrillic or Japanese)

3. After all the actions, nothing has changed, the byond also stops at Loading Game Information But sometimes I have a download that is stuck at "Loading Live Games from BYOND Hub".
It works on laptop without errors or freezes I checked on 2 laptops, 1 of them had 7 Windows and the second 10 Windows
I have NOT used Japanese
I use Radmin VPN sometimes but now it is disabled all the time

I also tried to remember after which maybe stopped loading Byond:I wanted to create a separate server for playing with a friend in the game space station 13, I downloaded the build for the game, I did everything according to the instructions, the game itself and the server worked fine, but after that it may have stopped loading the byond
