Saving Files on the User's Computer

How would you go about saving the file to a user's computer so that a host would not have to hold all the files or be liable for them?

Keep in mind you should encrypt the data, or at least create a hash (look up Air Mapster's RC5 encryption, and BYOND's built in md5() proc).
