Is it POSSIBLE to have it where I can download my Player's Files on a Hotlink file hosting site, or any type of file hosting it?

If the site actually supports hotlinks, then yes. I believe freewebs may do this, or ripway. If it's a site like rapidshare then you won't have any luck with them.

OK, I mean like, where THE GAME downloads the file and puts it into my Host file folder. If its possible, can I be told what Proc its called so I can look it up in the DM Ref.?

I believe you can use world.Export() to download sites/files from the web.
