Could someone please give me an example of one way to do the following. I would like to be able to write HTML in notepad and then import that piece of markup into a site. Ex:

I tried using file2text and got no where. I'm stuck.
My reason for wanting this is so I only have to update one menu and one title.... but I dont' wanna use frame (evil things)
