how do you make it so people can't download your game or codeing or whatever without paying.. uh, in dimes that is, first?

It's called a subscription. Look at your hud entry for the game, there is an option called distribution. Just make sure you aren't making subscriptions for games that include copyrighted material, since it's quite illegal.
