pointer icon

I have found a way to make the drag and drop pointers change icons, but how would I make so the pointer is the icon i want all the time? I looked through the help in Dream Maker, but I couldn't understand it.

client/mouse_pointer_icon = 'blah.dmi'

and create an icon state in that file called "all".
