First off, I would like to mention that this game is already in production, but not far. So I thought the appropriate section would be here.

Game Genre and Story
It is the era of the second Hokage, who is a player. There are only a few coded jutsu, just the basics. Bunshin, one of each element for example. But, if you are skilled enough in the ninja arts and have enough chakra to pull of the move, you can create your own jutsu. You will be able to select what attributes (based on which jutsu you have) the jutsu have through drag'n'drop. After creating the jutsu, you will be able to teach it to academy students (through roleplaying).

As I said, roleplaying. The story will be run by players, and only by players. You will decide the fate of the Shinobi. You will decide if a clan should continue to live (for instance, instead of wiping out the entire Uchiha clan, wiping out the Hyuuga clan).

Manual Jutsu System
I know this has already been attempted in Jinketsu and one game before it, but it'd be great to have a way that pulled it off with no bad disadvantages.

Each of the handseals will be a set keyboard macro. Whenever you learn a new jutsu, it will appear in a 'Jutsu' tab. You would then click on the jutsu, and it would tell you which handseals to use and in what order. As you use it more and more, it will become effective. When you "master" the jutsu, you can just click the jutsu and it is used automatically.

Just a few of the ideas.
I'm not sure what the point of the post is exactly---you didn't ask any questions or anything---but I did have a comment to make.

When Branks, Kalzar, and I were working on Naruto Universe a few years ago, we made our jutsu system much like this. It wasn't extremely hard, nor was there any technical disadvantage to it, but when the community of players-to-be chimed in, they weren't very subtle about their blatant dislike of the idea. The idea of not just being able to click a button or press a single-key macro was apparently appalling to them. The system started to get changed around some, large game dynamics started to shift, and then the whole project slowly disbanded.

I'm not saying to not attempt the system, but maybe don't announce it. In retrospect, if we hadn't kept the community informed of the game mechanics, the game probably would have made a release. The old WoD said it best:

Warning of the Day: Never announce something you have not yet done. Try, and you will be instantly robbed of the determination to do it. 100% guaranteed!

Don't let your players that haven't played the game say "That sucks. I want the old way of things!". I actually like the idea; in fact, I would have definitely played Naruto Universe.

The idea of using a special combination of keys to perform an action was handled pretty well in Final Fantasy III (FF6J), what with Sabin's "Blitz" techniques.

I'm rather fond of combinations, as long as it doesn't devolve into Generic Console Fighting Game style and as long as the developers select the keys based on what they can actually type within a reasonable amount of time. =P

Most people would fail their attacks if it depended on that, and me being the developer <.<

I don't mean typing "words", I mean well-selected button tapping like "Z", "X", "C" and the arrow keys. I was referring more to the ability for a non-hardcore-gamer to enter the combination without error.

I'm a fast typist, but I'm not a hardcore gamer; anything which requires me to tap specific buttons extremely fast or to tap a silly combination of keys in arbitrary order is difficult. What I meant was selecting meaningful key combinations (especially key combinations selected from a small list of possible keys) moreso than anything else.

Pummel: Tap space, wait for visual cue, then tap Left, Right, Left!
Pummel: Tap space, wait for visual cue, then hold Ctrl while typing PB5!

The first one is far more reasonable.

I was thinking that the handseals would be "Q", "W", "E" etcetera. But Jbts' sounds pretty good too. You initiate the handseals by pressing space, then pressing a combination of the arrow keys to finalize the jutsu. And possibly holding the last key to keep the jutsu going. For instance, the shadow jutsu that you can capture people with, the longer you hold the last key, the longer is lasts. (I'm Unknown Mystery Man if there was any confusion.)

Another idea, was a Chakra Control system. Where you can control the flow of your chakra in the body. For instance, 10% in the head, 40% in each leg, last 10% into the rest of the body would increase the players speed status but decrease the other body parts corresponding stat. It would also help in doing jutsu.

The chakra that goes in the bodyparts will fluctuate depending on the players chakra control skill, they would get better the more they focus chakra into certain parts of their body.

Also, maybe concentraiting enough chakra into your eyes (for instance, I'm a Uchiha. (they haven't been wiped out by Itachi in my timeline.)) say, 90% into your eyes (it would decrease as you get better with the sharingan and the amount of max chakra you have) would activate the sharingan, or if you have not yet achieved it "train" yourself to eventually use it. But if you overdo the training you become temporarily blind (reminder, this game is strictly RP (you must stay in character at all times)).
