Problem description:
About half an hour into the game, the game will actually lock up. Not in a sense that it crashes, nor is there a runtime error. Players cannot move, speak or use verbs. They are still visually logged into the game, although the game in a sense /freezes/. I've been able to use staff verbs such as announce with no affect. Also, if a player logs out, they will remain in the game, so the Logout() proc is not being called upon. I've checked for infinite loops, such as a rogue proc, or the move proc gone wrong, but they seem to be operating well. I'm not sure what could be causing this.

Judging from the description, I'd say you need to look closer for an infinite loop.
