Hey in all honesty im not much of an icconer it intrigues me, the reason im making this is because i have no iconners at hand to help with my game im a coder lol so i decided to dabble in paint on 32x 32 water here it is:

Lose the brightest (the light blue) blue, it's not needed for basic water. The dark blue represents the waves somewhat so keep that. It's always been noticeable in retro RPGs.

It may be a big distraction(a high saturated blue). But if he loses it entirely, the piece will have no waves and just look more like an ocean floor (they will represent rocks covered in water). If he can control the amount of blue then connects that lightest color in a web-like fashion it could come out quite well. |

The top layer or "specs of random nothing" as you see it, could be shaped into a web-like pattern similar to this, which would be our waves. u might wanna make it into layers 1 being the main blue (the other 2 layers would go over the main blue)them being the lighter and darker blues and u wanna make em movie icons or w/e make it move side to side up and down kinda
another thing u can do is look up a picture of water save it to ur desktop and open it with paint and shrink it to a 32x32 square its a good way to make things look perfect but u might have to play with it depending on the pictures size |
