I am requesting a tutorial or program to make something like this http://games.byond.com/hub/Masterdan/NarutoGOA on the hub it looks coool!

I don't really think there's any tutorials out there that can replicate a design like that. Rather you'll have to utilize a variety tools and skills in such a program, as well a sense of design.

That was probably made using Photoshop, but unless you have a lot of money, and aren't the type of person that goes ARRRRRRR, you can try to use GIMP. There's a link on the main page for it.
