Resolved
When translating from old 8-bit characters to Unicode, locale was not taken into account. (Note: remote input, e.g. from an older client connecting to a 513 server, does not include any locale info so the locale is assumed to match the server.)

Descriptive Problem Summary:
Cyrillic characters transformates into UTF-8 after upgrading to 513 version

Numbered Steps to Reproduce Problem:
Type any cyrillic characters on 512 version
Upgrade to 513 version

Expected Results:
Cyrillic characters

Actual Results:
UTF-8 characters

Dont use cyrillic characters
