To start this suggestion off I would like to clarify how Energy Manipulation functions presently.
Energy Manipulation is an umbrella technique that a character is capable of learning. When unlocked it provides introduces a new tab to the Player, 'Energy Manipulation'.
This tab lists all the custom techniques that are created by the Player. Broken into three segments for Blasts, Beams, and Melee. To create a technique through Energy Manipulation a player must go through a selection of options, differing depending on the type of technique they selected to create.
Blasts / Beams ask for icon_states relating to charging, icons for visuals, a name, if the Player would like Say / Shout / Not Say Anything - and finally, the percentage of the Blast / Beam 0% - 200%.
Melee asks for left / right or both for the icon, if the user would like blunt or sharp (with blunt being a hybrid between force and strength [sharp being a focus on force]) what I've been lead to believe. You can name it, but there is no option to yell / say / or say nothing.
The capacity is raised from 200% to 400% if the Player holds a Rank of any sort.

400% provide Ranks an unfair advantage to other Players, enabling them to train and progress faster than non-ranks. The argument that 400% enables roleplay, I have personally yet to see. 400%'s are mass leeched out and handed out like candy, with the general concensus being that if the Rank wishes to spread the Technique out, or actually be selective - is solely on the Rank.

Suggestion

Scale the percentile as the wipe progresses, likening it to how Master Roshi took a century to create the Kamehameha. Have it depend on Force Mod /or Energy Mod - or a mix. Have unlock milestones for percentages, with 50% being the start for everyone and it unlocks in 50%s.
50% > 100% > 150% > 200% > 250% > 300% > 350% > 400%.
For obvious reasons the progression from 50% - 200% would be tame, and the difficulty will be introduced from 200% - 400%.
I don't have 100% suggestion re; how said progression would work. But I'd liken it to other aspects of Genesis - grind, and play. Have it be potentially based off the following:
- If the User can adequately hold the Beam for X time.
- Force / Energy Mod of the user.
^^^^^^ Will make it so Forcies actually stand out. Have it so training and progressing with your beam, working your way up to hold each level - would enable you to upgrade said beam.
Just because you are a Rank should not enable you to be solely capable of 400% Creation. And I do not think Ranks should be allowed access to 400% straight away. Have them progress towards it.
Genesis is all about sandbox roleplay, and progression over time. The 400% Rank Enablement is one of the few things that are instant in Genesis, and it feels out of place if you compare it to other aspects of the game.
It would be very Genesis, to enable the average non-ranked player the capability to create their own 400% technique if they put a life-time of work into it. Then transfer it onto the next generation, very much like how Roshi did to the Kamehameha.
I'd like to stress that people may go, 'What about Forcies? Won't this make them weak?' - determine the progression of 400% unlock based off the user's force and or energy mod. This way Forcies stand out as Ki / Energy masters.
Our technology starts with Shovels, why not do something similar for Energy Manipulation.

Taking 400% away from Ranks is controversal - but it just makes no sense for them to be solely capable of creating it, without any effort put into creating it or progressing to the 'mastery' to create it.
I understand that a Ranks kit for the majority of this game's Ranks are 400% Energy Manipulation and extra Zenni a pay check. It just feels like an OOC brick wall to any non-ranked player. They could put in the same amount of effort as a Rank, but somehow be incapable of crafting stronger techniques even as a Force / Energy dominant build.
As with Technology, have other aspects of the game scale.

I like the idea that you have to work to master the technique for your % mastery to go higher. 400% can still be the max AM only, and 500% the max for special cases like KoV and Turtle Hermit.
Most people don't even mess with skills below their max percentage, specially later on in a wipe when energy is naturally high. |

The idea behind the suggestion stemmed mostly from the fact the ability to craft 400% Techniques is solely OOC. Said Rank could be a Large X Race, who put -1 in Force... somehow able to craft and create powerful Techniques. Yet a non-ranked Force user who specializes in Force is strictly unable to progress past 200% solely due to OOC. Everyone starts at Shovels, with Technology. I understand you believe it's unfair, but all skills are teachable to anyone. If you want a 400% beam, go RP, ICly train under a master. If you don't, sucks to be you, dude.
