When I place a topmost turf on top another turf it removes the turf.

To add a turf on top of another turf in Dream Maker's map editor, hold control (ctrl) while clicking on the spot on the map you wish to place the turf.

You can also change the click behaviour in the map editor via the options menu: options > click behaviour.
