Would it be not too much a hassle to add a special inherit value for icon frame delays denoted as a star (*)?
What this would do is allow overlays/underlays to use the same frame delay values as the object utilizing those appearances.
This idea came to mind after having deciding to change some movement delays in the base character icon (because BYOND does this weird thing where it plays an animation at light-speed irrespective of its actual delay), and then having to do the same for every piece of clothing, so on and so forth.
