Descriptive Problem Summary:
Sawarabi cannot be used under 20k chakra unless someone the person reduces their bloodline once. After the person does so it takes 19k chakra for one move.

I would have to test more but im sure if you have more than 20k chakra it will allow you to cast the jutsu.
Did the problem NOT occur in any earlier versions? If so, what was the last version that worked? I wouldnt know since I never used Kags after a said someone broke their clan jutsu tai gains! (Visit http://www.byond.com/download/build to download old versions for testing.)
